Jennifer shared insights from past controversies in the interpretation of caretaker conventions to illustrate some of the lessons for public servants during the caretaker period.

About Jennifer Menzies
Jennifer Menzies is Principal Research Fellow, Policy Innovation Hub at Griffith University. She has over 20 years’ experience in both state and commonwealth governments, serving as a Commissioner with the Commonwealth Grants Commission, as the inaugural Secretary for the Council for the Australian Federation from 2007 to 2009, and as Cabinet Secretary in the Queensland Department of the Premier and Cabinet from 2001 to 2004.
Jennifer consults in the field of public policy and governance and is a Director with the consultancy Policy Futures. Her research and publications focus on caretaker conventions, federalism and intergovernmental relations. She is the author (with Anne Tiernan) of Caretaker conventions in Australasia (ANU Press, 2014).
