About Our Speakers

Peter Bridgman
Peter is a Barrister (Qld, NSW, High Court) handling matters in public law; policy design; legislation review; employment and industrial law; human rights; mental health; administrative and constitutional law; planning and environment; land and resources; commercialisation. He is a member of the Queensland Civil and Administrative Tribunal (QCAT) and was previously a Nationally Accredited Mediator, registered Family Dispute Resolution Practitioner; and member the Mental Health Review Tribunal.
Peter reviewed Queensland’s public employment laws, and delivered the Bridgman Review Report (A Fair and Responsive Public Service for All) in April 2019.
Peter has a First Class Honours degree in Law (QUT) and First Class Honours in Psychology (UQ). He was registered as a psychologist from 1980-2011. Before commencing private legal practice, Peter directed Decisive Consultants, a boutique consulting company, and worked in senior roles in government and business. Peter was Corporate Counsel for the Department of Primary Industries and Deputy Director-General in Education and the Premier’s Department. He was Head of Arts Queensland and also served as the Cabinet Secretary.
He regularly writes and presents on public law, public policy, corporate governance and legal ethics. He is a member of the boards of several not-for-profit organisations.

Rebecca McGarrity PSM | A/Associate Director-General, Policy Division, The Cabinet Office
Department of the Premier and Cabinet
Rebecca McGarrity is Acting Associate Director-General, The Cabinet Office (TCO). Rebecca leads the Queensland Department of the Premier and Cabinet’s Policy, Cabinet and Parliamentary Services and Intergovernmental Relations areas.
Before stepping into her current role, Rebecca was Deputy Director-General, Policy Division, TCO. Rebecca has extensive experience in public policy, including social, economic, environmental and legal policy and has held roles across the Queensland public sector, including in the Crime and Corruption Commission. Rebecca has also worked in private sector law firms, as a solicitor and paralegal both in Australia and the United Kingdom.
In 2018 Rebecca was the recipient of the Harvard Club of Australia’s Wolfensohn Scholarship (2018) and was awarded a Public Service Medal in the Queen’s Birthday Honours (June 2019) ‘for outstanding public service to social policy development in Queensland’.
Rebecca holds a Bachelor of Laws (Honours) and has experience as Company Director on a Not For Profit organisation and is currently an ex officio member of the Domestic and Family Violence Prevention Council.
Rob Lloyd-Jones | Director, The Cabinet Office
Rob is a Director in The Cabinet Office and is leading delivery of the estimates process for the premier’s portfolio. This is his second time in the seat.
Rob has almost three decades of policy and strategic policy experience in the UK and Queensland. Most recently, Rob designed and implemented Queensland’s proactive release scheme, a nation-leading reform under which Cabinet documents are published within thirty business days of a final Cabinet decision.
Rob is a highly experienced central agency practitioner, having worked in the UK Cabinet Office and both Queensland’s Department of the Premier and Cabinet and the Public Sector Commission. Rob is committed to excellence in public administration and is active in supporting the Policy Futures Graduate program.
Rob holds Masters Degrees in Modern History and Economic and Social History (Oxford).

IPAA Queensland’s Mastercraft webinars are designed to deliver the latest information and thinking on core areas of knowledge for all public service professionals. The aim is to promote evidence-based and thoughtful practice in public policy and public management, and to develop essential knowledge and skills in the craft of public administration (particularly amongst young professionals and those new to public service).
