This webinar in the Future of Government series, delivered in partnership with Deloitte, asked the questions – What should virtual health look like? When should it be used? What are the opportunities to drive healthcare transformation for better health outcomes and for a stronger economy? Featuring influential health professionals, our panel included Clair Sullivan (Digital Health Research Network, UQ), Luke Baxby (Deloitte) and Adrian Carson (Chief Executive Officer of the Institute for Urban Indigenous Health – IUIH). Moderated by Deloitte’s Mike Kissane.
Clair Sullivan
Associate Professor Clair Sullivan leads the Queensland Digital Health Research Network at the Centre for Health Services Research, The University of Queensland (UQ).
Clair graduated with Honours in Medicine from UQ and a Research Doctorate in Medicine from the University of Leeds. She is a fellow of the Royal Australasian College of Physicians, the Australian College of Health Informatics and the Australasian Institute of Digital Health. Recently, she was appointed Associate Professor of Medicine in Clinical Informatics at UQ and is Adjunct Professor, Faculty of Health, Queensland University of Technology. She is widely published in clinical informatics and serves on several national advisory boards for digital health, including the Australian Digital Health Agency Clinical and Technical Advisory Committee, the AMA Digital Health Committee and chairs the RACP Digital Health Working group and the National mHealth Strategy Steering Committee.
Adrian Carson
Adrian Carson has over 28 years’ experience working in the Indigenous Health sector, working within government and non-government organisations. As CEO of the Institute for Urban Indigenous Health Ltd, Adrian leads the development and integration of health and wellbeing services to Australia’s largest and fastest growing Aboriginal and Torres Strait Islander population in South East Queensland.
Adrian has served as Chief Executive Officer of the Queensland Aboriginal and Islander Health Council, the Queensland peak body for Community Controlled Health Services, and held senior positions in Queensland Health and the Commonwealth Department of Health & Ageing. He has held various Board appointments at local, regional, state and national levels of both mainstream and Community Controlled, including the National Aboriginal Community Controlled Health Organisation, the Aboriginal and Torres Strait Islander Community Health Service Brisbane and Health Workforce Queensland. Adrian is currently a Board Member of the Metro North Health & Hospital Service (Queensland Health) in Brisbane.
Adrian holds a Graduate Certificate in Health Service Management from Griffith University and is completing a Master of Business Administration from The University of Queensland.
Luke Baxby

Luke is committed to improving the health system to deliver better outcomes and care experience for patients and value to society. Luke works with public and private health sector clients to improve policy, investment, funding and delivery decisions. He has worked in the health system for more than 20 years. I support clients to understand the health needs of the community, create the right incentives through funding models, develop healthcare pathways enabled by digital technology, respond to budget pressure, improve operational performance, develop good policy and make strategic choices in infrastructure, and understand the cost and affordability of care with experience in casemix benchmarking and workforce models.
