30 years since Fitzgerald: Ethics and public purpose in the next economy

On the 30 year anniversary of the Fitzgerald Inquiry, IPAA Queensland was delighted to host Crime and Corruption Commissioner Alan MacSporran who delivered an informative presentation about the essential role of ethics in public purpose work.

Joining Alan for a panel discussion were two experts on the topic: Ian Stewart, former Commissioner of the Queensland Police Service, and Cris Parker, Head of the Ethics Alliance.

About Alan MacSporran:

Mr Alan MacSporran, QC was admitted as a Barrister-at-Law in 1978 and worked as a Crown Prosecutor until 1984 when he went to the private bar.  He has a Bachelor of Laws from the University of Queensland.  Mr MacSporran was appointed Senior Counsel in 2005 and Queens Counsel in 2013.

He has developed a broad practice in criminal law with specific reference to fraud and like offences. He has prosecuted a range of matters on behalf of the Commonwealth Director of Prosecutions including large-scale tax frauds, insider trading and corporate crimes.

Mr MacSporran also has extensive experience in inquests and commissions of inquiry. Between 2000 and 2006 he appeared for witnesses at the Shepherdson Inquiry into electoral fraud, was Counsel Assisting at the inquest into the Childers backpacker fire, and was Counsel Assisting at the inquest into a number of police shootings of mentally ill patients.

Mr MacSporran represented the State of Queensland at the Queensland Floods Commission of Inquiry and the Queensland Health Payroll System Commission of Inquiry. In 2015 he was appointed to review the Queensland greyhound racing industry. As well as prosecuting matters for the State and Commonwealth, he has provided legal advice to those bodies on a range of matters over many years.

From 2004 to 2009 Mr MacSporran served as the part-time Parliamentary Crime and Misconduct Commissioner. He has also regularly provided legal advice to, and represented, the Criminal Justice Commission, the Crime and Misconduct Commission and the Crime and Corruption Commission. Mr MacSporran is patron of the Corruption Prevention Network Queensland, a member of the Queensland Law Society Legal Practitioners Admissions Board and a member of the Queensland Integrity Committee.

About Ian Stewart APM:

Commissioner Ian Stewart is the 19th Commissioner of the Queensland Police Service taking up this position on 1 November 2012. Commissioner Stewart is a career Police Officer with over 40 years of service having held numerous senior positions across a broad range of portfolios within the QPS.

Commissioner Stewart holds a Master of Public Policy and Administration and a Bachelor of Business qualifications and is a Fellow of both the Institute of Public Administration Australia (IPAA) and Australian Institute of Management. He is also a Graduate Member of the Australian Institute of Company Directors and the Federal Bureau of Investigation (FBI) Leeda Program.

Commissioner Stewart is the recipient of the Australian Fulbright Professional Scholarship, Australian Police Medal, National Emergency Medal, National Police Service Medal, National Medal, Commissioner’s Award for Meritorious Service, Queensland Police Service Medal, the 2010-2011 Queensland Flood and Cyclone Citation and the Queensland Police 150 years Citation.

Upon taking up his new position, the Commissioner set new values for the QPS. The values are for each member to espouse:
 Courage: always doing the right thing.
 Fairness: making objective, evidence-based, consistent decisions and treating people with respect.
 Pride: in ourselves, the Queensland Police Service, the work we do and the community we serve.

Commissioner Stewart has been instrumental in leading the QPS through the Renewal Program and the Police and Community Safety Review, the most significant period of reform since the Fitzgerald era. The reforms introduced by Commissioner Stewart have empowered the QPS to redefine its service delivery model, and therefore better meet the needs of the community through a heightened emphasis on front line policing.

The Commissioner has implemented a visionary holistic program of organisational renewal for the QPS to convey an integrated service delivery model that meets community expectations and delivers value for money.  Commissioner Stewart has also been pivotal in the strategic leadership of the QPS through the security arrangements for Operation Southern Cross, the largest peacetime security operation in Australian policing history, the G20 Leaders Summit and associated Finance Ministers and Central Bank Governor’s meeting in 2014.

The QPS vision for a more outward looking and engaging organisation will result to ensure Queensland is an even safer place to live, work and do business for all.

Commissioner Stewart is married to Carol and they have three adult children.

Cris Parker is a driving force behind two of Australia’s most profound initiatives working to bring ethics into everyday professional life. She is Head of The Ethics Alliance, a community of organisations of every size, type, and sector that are connected through The Ethics Centre to collaboratively shape the future of business with ethics. Cris is a director of The Banking & Finance Oath, a program she headed to foster ethical conduct among financial services professionals through support and a pledge of integrity. Cris draws on her social science degree and her experience as both an actor and producer in establishing a New York- based theatre company, casting agency, and production studio to bring a deep appreciation of human behaviour to her work.
